LSTC Synod Authorized Ministers (SAM) Development Program

Equipping Lay Leaders for Faithful, Contextual Ministry

The Synod Authorized Ministers (SAM) Development Program at the Lutheran School of Theology at Chicago (LSTC) is a comprehensive, flexible training initiative designed to equip lay leaders authorized by ELCA synod bishops for service in pastoral and congregational roles.

Recognizing the variation in SAM training across the ELCA, this program provides a standardized yet adaptable curriculum aligned with churchwide expectations and synod-specific needs. Through Project Starling, the program is delivered fully online and asynchronously, offering accessibility to bi-vocational leaders and those in remote or underserved areas.
